The German-Ukrainian Energy Partnership

Germany and Ukraine work jointly on enhancing energy efficiency, promoting modernisation of energy infrastructure and expanding the use of renewable energy. The Energy Partnership addresses vital issues like the reduction of greenhouse gas emissions and the energy sector transformation. Since the start of the Russian invasion it also provides the Ukrainian energy sector with emergency help.

We provide a platform for a bilateral political dialogue, foster cooperation in the energy sector and develop projects for implementing energy transition in Ukraine and Germany.

Total Final Energy Consumption

The energy intensity of the Ukrainian economy is three to four times higher than the average in the European Union. Industry and commerce consume more than 40% of energy sources. Energy efficiency and rational use of energy is one of the main directions of Ukraine's "green" energy transition and remains a constant priority of the Government. Germany is among the countries with the highest energy efficiency.

CO₂ Emissions per Capita

Ukraine and Germany have pledged themselves to reduce carbon dioxide and greenhouse gas emissions as well as to other climate commitments under the Paris Agreement. Ukraine is putting efforts into reducing its primary energy and carbon intensity in order to correspond to the average of the 27 countries of the European Union.

Share of RES generation (of gross electricity generation)

As a leading country of energy transition, Germany is sharing its lessons learned with Ukraine and supporting it with recommendations on the integration of the renewable energy sources into the system and power grids. Considering the good geographical conditions for wind and solar energy in the south of the country, the Ukrainian government is actively working on increasing the renewable energy generation.

Clean Energy Goals for 2050

Ukraine and Germany have set themselves ambitious energy transition targets. Ukraine has significant natural potential for a "green" transition and is fully capable to reach 70% share of renewable energy sources in electricity production by 2050. Interim goals are set at 25% by 2035. Germany aims to reach at least 80% share of renewable energy in electricity supply by 2050 and up to 45% by 2025.

The German-Ukrainian Energy Partnership is a platform supporting a high-level intergovernmental dialogue on energy matters. We prepare and facilitate high-level meetings. We organize the exchange between relevant institutions in Germany and Ukraine.

Milestones

After months of preparation on both sides, 2020 marks the official starting point for the Energy Partnership. With the signing of the Joint Declaration of Intent on August 26, Germany and Ukraine obliged to enhance the bilateral partnership and practical cooperation in the energy sector.

BETD Side-Event “On the Road to the ‘Ukraine Recovery Conference 2024’: Sustainable Financing for Ukraine’s Green Transition during and after the War”

As a contribution to the upcoming discussions during the URC2024 conference in Berlin, the panel will focus on financing the green energy transition in Ukraine in the midst of the ongoing war and beyond. It aims to explore current strategies and approaches for financing sustainable reconstruction efforts and the transition to decentralised energy supply, as well as technical approaches and criteria for energy efficient restoration. The meeting will bring together decision makers and leading experts from politics, financial institutions, business and international cooperation actors to share their views on applicable solutions that would pave the way for a more sustainable and resilient energy supply in Ukraine.

BETD Side-Event Donation Campaign for the Ukrainian Energy Sector

The Secretariat of the German-Ukrainian Energy Partnership is organizing a side event on the Donation Campaign for the Ukrainian Energy Sector as part of the Berlin Energy Transition Dialogue (BETD) on Thursday, 21 March 2024 from 16:30 to 19:00 (CEST). The event will be hosted by the German Association of Energy and Water Industries (BDEW).

The event will be opened by Kerstin Andreae (Chairwoman of the German Association of Energy and Water Industries), followed by political statements from Svitlana Grynchuk (Deputy Minister of Energy of Ukraine, Ministry of Energy of Ukraine) and David Wilkens (Head of Division Ukraine – Eastern Europe, Caucasus, Central Asia, German Federal Ministry for Economic Affairs and Climate Action). Within the course of the event there will be an update on the donation campaign, followed by insights from Ukrainian donation recipients and German donor companies and associations. In the end, there will be time for a discussion and a possibility for networking.

The limited offline spaces will be administered in order of registration. Extended Coordination Meeting on the Donation Campaign for the Ukrainian Energy Sector

On Friday, 1 December 2023 from 10:00 to 11:30 (CEST) the Secretariat of the German-Ukrainian energy Partnership will hold an Extended Coordination Meeting on the Donation Campaign for the Ukrainian Energy Sector as part of a monthly coordination call series that is organized in collaboration with German associations and companies.

The extended meeting will showcase:

  • The process of the donation campaign that already delivered 3.900 goods valued at 2,15 million EUR for Ukraine and supported more than 450.000 Ukrainians.
  • Firsthand accounts of the current situation in Ukraine from donation recipients.
  • Practical experience with the donation process of German companies and associations.

3rd German-Ukrainian Energy Day

On 25th of October 2023, the 3rd German-Ukrainian Energy Day will take place in Berlin. This high-level event for decision-makers from governmental institutions, private sector, civil society, and international organizations is an integral part of the German-Ukrainian Energy Partnership. The participants will discuss the emergency support achievements of the German-Ukrainian energy partnership as well as the relevant and strategic priorities for both countries in order to accelerate a long-term recovery and energy transition.

The event will take place in Berlin. A livestream will be available.

The 1st German-Ukrainian Energy Day

On 26 August 2020, Ukraine and Germany signed a Joint Declaration on the establishment of the German-Ukrainian Energy Partnership, which marks the beginning of a new level of dialogue and cooperation between the two countries in the energy sector.

The 1st German-Ukrainian Energy Day, which will take place online on 8-9 December 2020, is the first public event to present the main directions of future cooperation and discuss current issues in the energy sector.

German-Ukrainian Energy Day is the central annual event within the framework of the German-Ukrainian Energy Partnership, bringing together representatives from politics, business and the expert environment of both countries to exchange experiences and to further develop and deepen economic and political cooperation.

The 1st German-Ukrainian Energy Day is a joint initiative of the Federal Ministry for Economic Affairs and Energy (BMWi) and the Ministry of Energy of Ukraine (Minenergo).

BETD Side Event “Is coal coming to an end? Structural changes for a decarbonized future” on 15 March 2021

In a virtual panel discussion, representatives from five countries discussed options of a coal phase-out and exchanged views on challenges and opportunities of the energy transition. 

In light of the international ambitions to stop climate change and reduce coal combustion, five high-level panelists from yet coal-dependent countries discussed possibilities to reduce the role of coal in the respective energy systems. The discussion was opened by Andreas Feicht, State Secretary in the German Federal Ministry for Economic Affairs and Energy. He was joined on the panel by Nasrul Hamid, State Minister of the Ministry of Power, Energy and Mineral Resources of Bangladesh, Francisco Javier López, State Secretary of the Chilean Energy Ministry, Vivek Kumar Dewangan, Deputy State Secretary of the Indian Ministry of Power, and Valentyna Moskalenko, Adviser to the Ukrainian Prime Minister.

During the event, the speakers took a stand to different opinions expressed by stakeholders from civil society, local policy and business that were shown in short video clips. More than 120 participants followed the discussion and contributed questions on coal phase-out from different perspectives. The two-hour event provided insights into the ambitions towards decarbonization in the represented countries and showed innovative approaches towards a just transition.

The panel discussion was moderated by Sandra Retzer, Head of Department Funding Programmes at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The event was conducted by the Energy Partnership Chile-Alemania, the Indo-German Energy Forum IGEF and the German-Ukrainian Energy Partnership and took place as an official side event of the Berlin Energy Transition Dialogue 2021.
